A 23-year-old man will appear in court on Thursday afternoon concerning arson allegedly committed at government Covid testing stations as well as a HK$4.7 million loan scam, a day after he was officially charged with conspiracy to commit terrorist activities by police’s national security department.
Police investigations revealed the man named Cheung was a member of the pro-independence group Returning Valiant, and he had provided the group with money to make bombs.
He was arrested in Yuen Long on October 24 last year on suspicion of participating in terrorist activities under Article 24 of the Hong Kong National Security Law.
He was also arrested for arson, conspiracy to commit arson, conspiracy to defraud, and money laundering.
His case will be mentioned in the West Kowloon Magistrates’ Court this afternoon.
Investigations also showed that Cheung was a member of the extremist group “Black Bloc Unit.” He allegedly took part in the arson at a
Covid testing station on Sha Tsui Road in Tsuen Wan on May 28, 2021.
He also allegedly set fire to another government
Covid testing station alongside a 20-year-old man and a 52-year-old woman in early 2022.
Apart from the arson, Cheung was suspected of being involved in a scam in which he and two men and two women aged 36 to 43 successfully cheated HK$4.7 million of loan from authorities’ Special 100% Loan Guarantee under the SME Financing Guarantee Scheme by falsifying employment records.
