Workman from WSD charged by ICAC for borrowing HK$570,000 from colleagues
A workman from the Water Supplies Department was on Wednesday charged by the Independent Commission Against Corruption (ICAC) for borrowing about HK$570,000 from six colleagues within a year and a half.
The defendant Cheung Lap-kan, 34, faces 26 counts of prescribed officer accepting an advantage. He was released on bail and will appear in the West Kowloon Magistrates’ Courts on Friday (Mar 10).
ICAC investigation revealed that Cheung borrowed HK$5,000 to HK$355,000 from each of his six colleagues, including one who was his supervisor, without the permission under the Acceptance of Advantages (Chief Executive’s Permission) Notice.
It was also revealed that Cheung had not repaid most of the 26 loans totaling about HK$570,000 to the six colleagues.
The loans were accepted by Cheung between March 2021 and September last year.
Cheung joined the department as a workman in August 2019 with a monthly salary of around HK$14,000. At the material time, he was posted to the Cheung Sha Wan Office and was responsible for assisting artisans in water repair works.
ICAC thanked the department for their full assistance during its investigation.
A spokesperson for ICAC said it has been been working closely with all government departments to provide regular integrity training to civil servants of different ranks.
The spokesperson also reminded civil servants strictly adhere to the Prevention of Bribery Ordinance and the Civil Service Regulations concerning the acceptance of loans.
