Up to 110,000 Hong Kong voters on the mainland can register from Wednesday to cast their votes for the December Legislative Council election at three border control points.
They will be able to be exempted from quarantine if they return to the mainland immediately after casting their ballot.
Since the
Covid-19 outbreak, cross-boundary travel between the mainland and Hong Kong has yet to be fully resumed. But there are more than 370,000 Hong Kong residents who live on the mainland, according to statistics from China's National Statistics Bureau released in May.
In view of the situation, the SAR government decided to set up polling stations on the Hong Kong side of Hong Kong/Shenzhen boundary control points to enable electors who are now in the mainland to return to Hong Kong to vote.
The polling stations will be established at Heung Yuen Wai, Lo Wu and Lok Ma Chau Spur Line boundary control points. All electors who wish to vote at the three stations must make a prior registration.
The arrangement applies to registered electors of the geographical and functional constituencies of the Legislative Council election on December 19, but not the Election Committee constituency.
The maximum registration quota for the three stations would be 111,000. The quota will be 33,000 for Heung Yuen Wai (Liantang); 42,000 for Lo Wu (Luohu); and 36,000 for Lok Ma Chau Spur Line (Futian). The quota will be distributed on a first-come, first-served basis.
The Registration and Electoral Office will set up an online registration system for the arrangement. The system will commence operation starting from 9am on December 1. The registration hours will be from 9am, December 1, 2021, to 6pm, December 8, 2021.
Electors must choose the polling station's location. Once confirmed, the elector must cast the vote at the chosen station.
