Thirty arrested over corruption in Three-runway System Project
Thirty people were arrested for alleged corruption over the Three-runway System Project (3RS Project) of the Hong Kong International Airport, according to the Independent Commission Against Corruption.
ICAC had arrested a General Manager, a Principal Manager, a Senior Manager and a Senior Project Inspector employed by the Airport Authority Hong Kong, as well as 26 persons who are staff members of main contractors, subcontractors and others.
The arrestees, aged 27 to 77, were accused of corruption in awarding works and material supplies contracts and related administrative and financial arrangements.
It was revealed that alleged bribe payments, totalling a few millions, were deposited into the bank accounts of the arrested Principal Manager in the past few years. His family members allegedly assisted in depositing some of the payments.
The four arrested Airport Authority staff were also treated to restaurants, nightclubs, and other entertainment establishments by staff members of the relevant main contractors and subcontractors on several occasions.
During the operation, ICAC searched the home premises and offices of the arrestees and seized some of the suspected bribes, including cash, luxury watches, fine wines, gold coins, etc.
The arrestees are to be released on ICAC bail pending more investigations.
The 3RS Project was launched in 2016 by the Hong Kong International Airport. Some engineering professionals, including the four arrested Airport Authority staff, were employed on short-term contracts to assist in managing the Project.
They were responsible for handling various contracts of the Project, including the main reclamation works and works for the new runway.
