Quota-free for cross-border private vehicles on HK-Zhuhai-Macau Bridge set to go next year
The Quota-free scheme for Hong Kong private cars travelling to Guangdong via the Hong Kong-Zhuhai-Macau Bridge is planned to be implemented within 2023, as the government are now working on detailed arrangements with the Guangdong provincial government.
A spokesman for the Transport and Logistics Bureau said on Tuesday that the government has finalized the fundamental arrangements for the scheme, including eligibility requirements of applicants, vehicles and drivers, duration of stay, insurance requirements, vehicle inspection, application procedures and formalities with mainland authorities.
The applicant must be a Hong Kong resident with a valid Hong Kong Identity Card and a valid Mainland Travel Permit for Hong Kong and Macao Residents, like Home Return Permit. And the applicant must be the registered owner of the private car concerned.
Each applicant may designate up to two drivers to drive the private car concerned between Hong Kong and Guangdong.
The Scheme is designed for non-commercial private cars, with the vehicle must be in a seating capacity of eight or below (including the driver), and must not exceed six metres in length. The vehicle is also required to obtain the two places' relevant vehicle licences and permits.
Under the scheme, the applicant's vehicle may stay for no more than 30 consecutive days upon each entry to the mainland and no more than 180 days within a year in aggregate.
Last month, the State Council also announced the customs guarantee-free policy for eligible Hong Kong private cars under the scheme, which allows the car owners to be exempted from paying customs duties or applying for guarantee arrangements with mainland customs.
The spokesman added that the government will continue to maintain close liaison with the Guangdong government to confirm the exact timing of implementation and strive to announce detailed arrangements in the first quarter of 2023.
