Paul Chan to deliver Budget online for the first time next week
Financial Secretary Paul Chan Mo-po will deliver his Budget speech via video for the first time Wednesday next week, as Covid infections continued to spiral.
According to tradition, Chan should deliver the Budget – the last one in this government term – at the Legislative Council chamber.
But the council has already shifted to online meetings since infections skyrocket.
LegCo president Andrew Leung Kwan-yuen has ordered all meetings next week to be convened in video format, meaning this will be the first time for Chan not to announce the Budget inside the chamber in person.
The LegCo Secretariat added that press conferences held by lawmakers after the Budget speech – where they express their opinions on Budget topics and answer reporters' questions – will be staged online as well.
Back in October 2019 at the peak of the social unrest, Chief Executive Carrie Lam Cheng Yuet-ngor still headed to the LegCo Complex to deliver her Policy Address. At that time, Leung had to suspend the meeting twice due to disruption from the pro-democracy lawmakers.
Lam later decided to make her address via video, which was also the first time a CE didn't deliver the address inside LegCo.
