Most of these complaints were about officers' dereliction of duty, misconduct and abuse of power.

The council also recorded 517 complaints filed against police in the first five months of this year, which saw the number went up by 39 compared to the same period of last year.

Among those complaints, 93 percent of which were about issues on poor attitudes and foul languages, as well as dereliction of duty and misconduct.

There were 23 complaints involving assault and three complaints regarding intimidation.

The council pointed out that there is no complaint regarding Frederic Choi Chin-pang, the director of national security, who was caught during a police raid in a massage parlor in March.

Daniel Mui Tat-ming, acting secretary-general of the council, said the council can handle nothing if there is no complaint. He also added that the internal affairs of the police are not the duties and responsibilities of the council, which is set to handle complaint cases.
