Man sentenced to 4.5 years in prison for inciting others to blow up PLA's barracks

A 27-year-old man was on Monday sentenced to 4.5 years in jail for inciting others to make explosive substances after he said on a forum that he might blow up the barracks of the People's Liberation Army in 2017.
Chan Chun-ming, who was a student at the time, was convicted of the charge in September. He earlier pleaded not guilty to the charge.

During mitigation, the defense called for a reduced sentence stating that Chan was diagnosed with narcissistic personality disorder.

Deputy district judge Cheang Kei-hong rejected the defense’s claim and said Chan was not suffering from any form of mental retardation, and had logically, carefully and consciously planned his actions before committing the crime.

However, he said taking into account a prosecution delay and Chan cooperating with court proceedings, he handed Chan a 4.5 years jail term.

Cheang had also ordered the Hong Kong Correctional Services to provide Chan with psychological counseling during his time behind bars.
