The central government's overall jurisdiction over Hong Kong has been effectively implemented over the past five years, a report issued by mainland authorities says.
The country's leaders also reaffirmed President Xi Jinping's status as the core of the Communist Party of China.
The report, published after the four-day seventh plenary session of the CCP's 19th central committee that ended yesterday, said the SAR has resumed its stability through "patriots administering Hong Kong."
The extraordinary accomplishments that have been achieved over the past five years since the 19th National Congress in 2017 were under the leadership of Xi.
It reaffirms Xi's status as well as his thought on socialism with Chinese characteristics for a new era as the core of the party, "which is the common aspiration of the whole party, the whole army and the whole country."
Xi's core status is also of decisive significance to the development of the party of the country and the historical process of China's rejuvenation, the report said.
Xi delivered a work report to the plenum, which also decided that the 20th party congress will be held on Sunday in Beijing.
Meanwhile, reports said that Wang Yang is now considered a top contender to be the next premier.
Wang, 67, chairman of the Chinese People's Political Consultative Conference, is considered to be among the top candidates to be named to succeed Premier Li Keqiang.
Wang is regarded as more "liberal" as he pushed an upgrade of rusting industries and touted socially inclusive policies during his time in Guangdong.
He also dismissed corrupt officials and allowed protest leaders to contest grassroots elections in a stand-off over land grabs in the village of Wukan in late 2011.
Pro-Beijing heavyweight Tam Yiu-chung yesterday said Beijing's attitude in handling Hong Kong and Macau affairs will not change after the 20th congress.
