Hong Kong and Singapore will no longer pursue further discussions on the Air Travel Bubble due to differences in anti-epidemic strategies, it is announced today.
However, Singapore has decided to unilaterally allow entry of travellers from Hong Kong into Singapore quarantine-free starting from August 20, 2021, at 11.59pm.
The bubble has burst repeatedly due to resurgence of
Covid-19 cases in the two areas respectively since its initial scheduled launch in November 2020.
The two governments will continue to facilitate movements of travelers between the two places under their respective border control measures.
A HK government spokesman said that air travel bubble discussions began in the second half of 2020. All along, it was premised upon similar anti-epidemic strategies adopted by the two places, aiming to reduce local caseloads to a minimum.
“With Singapore currently moving towards a new strategy of building a '
Covid-resilient" nation, the basic premises that underpin the air travel bubble have changed,” he said.
Previously, the two governments had agreed to monitor the seven-day moving average of local cases with unknown sources in order to decide on suspension and resumption of the air bubble arrangement.
“The figure may not be kept consistently at the required level in Singapore as a result of its new strategy,” the spokesman said.
As for Singaporean travelers coming to Hong Kong, they have to observe rules for medium-risk countries.
Unvaccinated Hongkongers returning from Singapore have to undergo compulsory quarantine for 21 days in a designated quarantine hotel.
Vaccinated Singaporeans have to quarantine for 14 days in a designated hotel.
