Pro-Beijing heavyweight Rita Fan Hsu Lai-tai said she believed Chan, the financial secretary, was a natural successor for the post vacated by John Lee Ka-chiu, who resigned as chief secretary on April 6 to run for chief executive.

The appointment also hinted that Chan had the central government’s trust and was highly likely to remain in the next administration serving as a top minister, others in the pro-Beijing camp said.
