Cannabidiol (CBD) will be listed as a dangerous drug under the Dangerous Drugs Ordinance starting tomorrow (February 1), and that possession and consumption of CBD in contravention of the ordinance will be subject to a maximum penalty of a fine of HK$1 million and imprisonment of seven years.
The government said in a statement Tuesday that the substance will be under the same strict control as other dangerous drugs under the ordinance starting from tomorrow to safeguard public health and combat drug problems.
Meanwhile, the government said it has arranged disposal boxes for the voluntary disposal of CBD products and has provided further assistance for bulk disposal prior to the commencement of the new law.
“As of January 29, around 77,400 items containing CBD were collected, which are mainly skin care products, edible oils, health supplements, etc.,” the statement wrote.
The statement also noted that the Hong Kong Police Force and the Customs and Excise Department will continue their efforts to combat drug crimes, including those involving CBD.
Citizens were reminded that trafficking and illicit manufacturing of CBD and its products are liable to a maximum penalty of life imprisonment and a fine of HK$5 million, while possession and consumption of the substance in contravention of the DDO will be subject to a maximum penalty of seven years' imprisonment and a fine of HK$1 million.
