Former postman Hui Shiu-kee, 30, was charged with two counts of fraud and two counts of using documents with intent to deceive. Hui, currently on bail, will appear in Eastern Magistrates’ Courts on Friday.

The Independent Commission Against Corruption had received a report from the Hongkong Post against Hui, triggering the investigation on him.

Hui joined the Hongkong Post as a postman in early February of 2017 and was deployed to the Aberdeen Post Office. Prior to that, he worked as a manager for a gym chain.

From January to August last year, Hongkong Post intermittently implemented a work-at-home arrangement in response to Covid-19 outbreaks.

All postmen were required to be on call at home and were not allowed to conduct personal business or take up outside work during office hours. However, on July 21 and 31 last year, Hui allegedly worked at a gym while he was supposed to be standing by at home.

On May 27 and June 4, 2020, Hui allegedly told his superiors in memos containing false statements, with the intent to deceive his bosses, that he never held any outside employment since joining the Hongkong Post.

The two fraud counts alleged that he failed to report his absence from work to the Hongkong Post on July 21 and July 31, 2020, with the intent to deceive and induce the Hongkong Post to pay him a total of more than HK$1,200 to his benefit and the government's detriment.
