Lau is a board member of the Hospital Authority since July 2019 in his capacity as the representative of the Secretary for Financial Services and the Treasury. He had previously served as the deputy director-general of Trade and Industry Department, and the principal assistant secretary (Environment) of the former Environment, Transport and Works Bureau.

Patrick Li Pak-chuen, the incumbent Director of Broadcasting, will assume the post of Permanent Secretary for Security on July 1.
