A 29-year-old male officer was yesterday jailed for nine months for pocketing HK$56,000 in a lost Louis Vuitton wallet that was handed over to the airport police station while he was on duty alone two years ago.
Sha Tin magistrate Pang Leung-ting criticized Fung Yik-kwan for dishonesty before jailing him for theft.
He said Fung was the only officer present but kept the wallet - which itself was worth HK$7,000, betraying the public's trust, the trust of the woman who handed in the wallet, and that of his fellow colleagues.
Pang added that it was Fung's dream to become a policeman, and the force believed him to be a man with a mission and of honest values. However, Fung abused his power.
Fung was convicted of theft after he pleaded not guilty to stealing the LV wallet containing HK$56,000 in cash, three credit cards, an ATM card, and an Octopus card on February 13, 2019.
A woman found the wallet in the airport and its owner's phone number. However, she could not contact the owner and took the wallet to the airport police report center.
Fung, who was on duty, took the wallet without recording the item in the book.
The woman later managed to contact the wallet's owner, who went to the reporting center to try to get his wallet back.
Police officers on shift failed to locate it so they asked Fung, and found that he had hid the wallet under a fridge in the pantry.
Fung had submitted 19 mitigation letters written by family members and friends, saying he has a good character, was willing to help others, and will be separated from his wife and kids if he was jailed.
Fung's lawyer also hoped Pang would focus on the value of the wallet and cash, not on the credit cards and identity documents in the wallet. But Pang said money was not the only factor in Fung's sentencing.
Fung's 10-month sentence was discounted by a month at the discretion of the magistrate .
