China must ensure Hong Kong is ruled by patriots and China will support Hong Kong in integrating with the mainland, Chinese President Xi Jinping said on Sunday at the opening of the once-in-five-year Communist Party congress in Beijing.
Xi began a speech that touted the party's safeguarding of national security, maintaining social stability, protecting people's lives and taking control of the situation in Hong Kong, which was rocked by anti-government protests in 2019.
He said to around 2,300 delegates at the Great Hall of the People that, steps taken after major protests in Hong Kong in 2019 had restored order and ensured it is governed by patriots.
"One Country, Two Systems" is the best system for Hong Kong and must be adhered to in the long run, Xi added.
He also hailed Hong Kong's transition from chaos to governance, after the imposition of a national security law in 2020.
"In the face of the turbulent changes in the situation in Hong Kong, we have effectively exercised the power of comprehensive control over the Special Administrative Region in accordance with the constitution and the Basic Law, implemented the principle of patriots governing Hong Kong and achieved a major turning point in the situation in Hong Kong from chaos to governance," Xi said.
