Chief Executive's Policy Unit established to improve governance efficacy
A new government unit responsible for conducting studies on mainland policies and developments, alongside monitoring international trends, would be established on Wednesday.
The revamped Central Policy Unit, known as the Chief Executive's Policy Unit (CEPU), would be headed by 46-year-old Stephen Wong Yuen-shan. He will assume office tomorrow and get the other CEPU members on board.
Wong is a senior vice president and executive director of the Public Policy Institute at Our Hong Kong Foundation, a think tank founded by the city's first chief executive Tung Chee-hwa.
Chief Executive John Lee Ka-chiu stated in his Policy Address that he will set up CEPU in charge of the government's research and advocacy on long-term and strategic issues to enhance governance capability and efficacy.
Lee expects the CEPU to keep abreast of national development and suggest areas of significance in the integration into national development; examine international relations or situations and analyse opportunities and risks; and grasp the sentiments of Hong Kong citizens to understand the general focus of their concerns.
"With his visionary mindset in national matters and strong interest in international situations, Dr Wong is the appropriate choice to head the CEPU. I strongly believe he can lead the CEPU, contribute strategic suggestions and assist me and the government in policymaking," Lee said.
Wong was one of the deputy directors of Lee's CE election campaign, in which he was responsible for compiling Lee's manifesto.
He joined Our Hong Kong Foundation in 2015. He is also a member of the Legislative Council and an adjunct associate professor at the Institute for China Business of the School of Professional and Continuing Education of the University of Hong Kong.
Wong worked as an investment banker and was in managerial roles with several global financial institutions, including as Executive Director at UBS (London) and Managing Director at Royal Bank of Scotland (RBS).
He has held several public service positions, including being a member of the Board of the Financial Services Development Council and member of the Urban Renewal Authority Board.
