Associate professor charged for scamming HK$720,000 in allowance out of HKU
An associate professor at the University of Hong Kong (HKU) was charged by the Independent Commission Against Corruption (ICAC) for allegedly defrauding the school of HK$720,000 in housing allowance between 2019 and 2021.
Fifty-four-year-old Lee Suet-ching, an associate professor at the university’s Department of Law, faces one count of fraud.
She was released on bail and will appear in the Eastern Magistrates’ Courts this Friday (Mar 24), pending the prosecution’s application for transferring the case to the District Court.
Lee allegedly falsely represented to HKU that she had complied with the “live-in-requirement” when applying for the university’s Private Tenancy Allowance for a flat in Kowloon rented by her.
Yet, an ICAC investigation revealed that she had been living with her parents at another premises in the New Territories between October 29, 2019, and October 31, 2021.
Lee then induced HKU to reimburse her the rent, rates, and management charges to the total sum of over HK$720,000.
ICAC also found that a personal friend of Lee had been living in the Kowloon flat used to apply for the allowance during that period.
Lee first joined the Department of Law of HKU in August 1992. In October 2005, she made the first application for the allowance in respect of the Kowloon flat rented by her and renewed her application every two years thereafter.
ICAC thanked HKU for its full assistance during its investigation into the case.
